With IMAP, you should be able to do something like:

   telnet your.imap.host 143

Then after the welcome banner appears, send:

   C00 Capability

Which will show you something like:

* CAPABILITY IMAP4 IMAP4rev1 ACL QUOTA LITERAL+ NAMESPACE UIDPLUS ID 
NO_ATOMIC_RENAME UNSELECT CHILDREN MULTIAPPEND BINARY SORT 
THREAD=ORDEREDSUBJECT THREAD=REFERENCES ANNOTATEMORE STARTTLS
C00 OK Completed


I don't know if POP supports anything like this.
