move-only-if-not-deleted

I think I may have actually mentioned this when I brought up the
topic last time, but I don't seem to have the thread anymore.

(An email I got concerning a similar issue in Mail with mulitiple
copies running made me think of this again.)

Anyway, the (as good as is possible) solution was to turn on the feature
            [X]  move-only-if-not-deleted      

Isn't that realistically exactly the same as simply choosing NO
for the following filter criterion

Message is Deleted? =
            Set    Choose One
            ---  --------------------
            (*)  Don't care, always matches
            ( )  Yes                       
            ( )  No                        


You'll see I don't actually have No selected..  But anyway, if there
really is extra code in there to deal with move-only-if-not-deleted, 
it would seem to me like the checkbox could be there (to make the UI 
clearer), but then simply print out a message that it was really
setting the "Message is Deleted" value.
