Not the same as Pine Help explains. Plus one is contingent upon a 
move requirement, the other can be used without a move, & 
combined with other flags & parameters as observed in the filter 
section where it exists.

I create filters to alter the flags only, no moving required, 
preparing messages to be sorted by other filters. Ex: I sometimes 
need to check for "important" flag or existence in "addressbook", 
& do not want a deleted message. There are several good options 
in that top section for filtering when you let your mind wander.

It seems the "[X] move-only-if-not-deleted" selection you used is 
better for the application you required, as Pine Help explains:

"Message Deleted Status Explained"
"If you are thinking of using this part of the Pattern as a way 
to prevent messages from being filtered more than once in a 
Filter Pattern, take a look at the Filter Option 
"Move-Only-if-Not-Deleted" instead. It should work better than 
using this field since it will hide the filtered messages even if 
they are already Deleted. That option is at the bottom of the 
Filter configuration screen."

Anyway, if several criteria were used, the deleted flag with 
another flag or two, then a difference would be realized. 
Otherwise why bother?
