BTW, you can turn this on in setup/config
            [X]  Include Text in Reply                                      

so that you don't get asked that question each time.

It sounds like you might not be likely to use an external editor, but
if you do, vim can do the reformatting (with the 'gq' command), and can 
deal with different sets of quote characters that appear in different emails.
