When you reply to a message, Pine will add your quote string to every line in the message. When you justify, Pico will fill the text up to the column you have specified, and add the quote string as necessary. Even if a line is very long, when you justify it, it will be folded into a paragraph, but that is very easy to check, one does not need to ask this to figure it out. What Pico will do is to add different quote levels of the "same" quote string. I put it in quotes because "> " and ">" are the same for this algorithm. Pico does not notice different quote levels of different quote strings.
