The reformatting command(gq) does add the quote chars in to the newly created lines after reformatting the 'too long' lines. So maybe you'll want to try vim as your alternate editor, though it isn't simple to learn. (Though even after almost 20 years of using vi and now vim, I really only know a *few* commands in it.
