That's because the functionality was specified and implemented as 
equivalent to (and replacing) an fgrep through mailbox files.

Decoding messages, much less MIME, would be slower.

Hence what Steve suggested; use the crude but fast scan to identify the 
mailboxes through which you should do the more precise but much slower 
search.
