Dan's terms are quite clear: you can distribute unmodified source.
You can distribute binaries if they're the same binaries that a user
would get by running 'make setup check' against unmodified source.

What does that tell you?  It should tell you that you don't have
permission.

The license is quite clear -- you just wish it said something other
than what it says.
