I would expect it's to cut down on support requests from people who are
wondering why their precompiled var-qmail distribution doesn't support
.forward files or /etc/aliases.  Remember, Dan has written his requirements
with OS vendors in mind, not Joe Random hacker who wants to distribute
an RPM.
