confirmation not adding to whitelist

I have someone who sent me three pieces of mail today. Each was confirmed. He is STILL not in my whitelist. What's going on? What have I missed in turning things on or setting permissions? I configured an initial whitelist; I'm a bit confused as to whether this should be stored in whitelist.txt or in whitelist-local.txt In any case, ASK didn't add my correspondent and he's been getting... twitchy.
