I can see that you use mailserver which calls itself "Sendmail for NT
2.6 Build 9  (Berkeley 8.8.6p2)/8.8.4". In my experience, POSIX software
ported to MS-Windows platform does not work very well; one of reasons is
delay in porting and  bugfixing. The real current version of Sendmail is
 8.13.5, and the difference may be critical.

I'll try to help you in diagnostics, but this help will not be very
fast. I am not an expert in Sendmail versions and clones.
