Unfortunately, it means that your system fails the accountability test.
Your mailserver 202.186.112.17 accepts mail but delivers it to nowhere
after that; I' afraid, this problem is worse than DSBL listing.

Sorry; you make a mistake in logic. Yes, Hotmail tests prove that your
system properly delivers *some* messages. In opposite, DSBL tests prove
explicitly that your system silently discards *some other* messages. So,
we can see that you run a non-deterministic system which looses a part
of information; it seems to be a severe problem.

Good. Please fix or remove the entity which kills some part of your
e-mail, and you will be able to pass the DSBL test.

Just an idea. Do you have any content (spam, virus) filters for "abuse"
and "postmaster" mailboxes? If yes, those filters must be completely
removed, forever. The role mailboxes are intended for spam/abuse/etc
report, and those reports may and should contain spam and virus
signatures as evidences.
