DSBL does not transport your e-mail, and it is physically unable to
"block" it. The real problem is the heavily misconfigured mailserver
somewhere at your mail path: this mailserver rejects you and provides
irrelevant diagnostics.

If this mailserver belongs to your ISP or to any other entity having
contractual obligations, your best option is to contact (by phone) their
customer support and ask for normal service. In this case it is not a
"catch-22": you have quite effective tools to bring 'em to order.
