I think that your recipient slightly mistakes. "Multihop" database is 
definitely used for filtering in their mail system.

Nevertheless, the main practical proposal is still the same: your ISP 
should clean the DSBL record related to their mailserver. In practice, 
very many postmasters worldwide use this "multihop" absolutely 
intentionally, with clear understanding of all adverse effects.
