The tester is at 194.151.97.138, which is a KPN ip address (probably 
Eurorings?). KPN customers legitimately have access to the wxs.nl / 
planet.nl mailservers. In other words, this tester listed a mailserver 
he was *allowed* to relay through.

It would also be nice if the testers had something approaching the same 
standards that listees are held to; e.g. the host at 194.151.97.138 has 
no rDNS; does not appear to listen at port 25, and HELO's as 
'dubbele.com', which resolves to 194.151.97.132, not 138.
