After applying that patch, I stopped being able to view the quarantines. Apache displays an error 500 and I get these entries on error_log:

Wide character in subroutine entry at /usr/lib64/perl5/5.8.8/x86_64-linux-thread-multi/Encode.pm line 173, <FILE> line 52293.

On another user's quarantine:

Cannot decode string with wide characters at /usr/lib64/perl5/5.8.8/x86_64-linux-thread-multi/Encode.pm line 173, <FILE> line 35.
