Summary: Implement PgSQLReconnect

Initial Comment:
Implement PgSQLReconnect in the PgQSL driver (similar to the MySQL driver). When connections to a remote PgSQL server fails, I need to restart DSPAM in order to get filtering working again, even when the server comes back online again.
