I intend to answer these myself, but posted here before I forget and in 
case someone already knows...

1. Do we have built-in method for housekeeping of the storeFragments 
feature?

2. If the fragment is not on disk, does the web-ui fail or handle the 
situation gracefully? (ie no hyperlink)?

3. Is the 1k truncation hard-coded?

4. What does 'temporarily' mean in this context?

storeFragments { on | off }
     When activated, the first 1k of each message are temporarily stored on
     the server for reference via the webui's history function. 
(default:off)
