That moron clearly does not care at all about spamcop reports and it 
must be like 400th time I reported a spam coming from very same moron.

How come that ISP/IP Block not blocked? I mean Spamcop has progressed a 
lot over years and now has excellent counter measures fighting 
"misreported" spam. I know postmasters were not caring much in early 
days because "mail hosts" were not implemented but today, one can only 
send false reports on purpose which means his/her account will be 
revoked.

Some guy in that ISP is getting bribed by spammers. It is not high 
tech, it is human nature. You close your eyes and take your bribe. 
Whether it is drugs or hi tech stuff like open proxies.
