The SpamCop e-mail system is not configured to "block" any e-mail.
You have an option to either "Tag" suspected spam which then allows
the incoming to land in your InBox with a "Tagged" Subject: line ...
or you choose to "handle" suspected spam which then drops it into
your "Held" folder  Neither of these fits the word "Blocks" ????

Posting the "Rejection" notice might explain the "blocked" issue,
especially the part where you say that it's SpamCop that's doing
the blocking.
