I had some "C" cells a while ago that were NiCd with the same problem - 
it turns out that the "C" cell simply contained a single NiCd cell in a 
larger container. Yes, it "replaced" a "C" cell, but I thought it was 
false advertising or worse. You may have a similar situation.
