If you don't go to the forums, you don't see the graphic.  I use 
http://mailsc.spamcop.net (cookies turned on) for reporting manually 
(i.e., cut and paste of spam) and never see the graphic.

I was getting the same error as the original poster, but no graphic 
showed up indicating SpamCop was down.
