Not at all.  Somebody must merely choose to submit the person's address,
perhaps to harass the addressee without any input from the addressee.

Your subject matter has nothing at all to do with whether you provide
a harassment vehicle.

The fact that some will reject your mail due to this practice might be
convincing.  Consider someone who _wants_ to receive your mail but is
prevented from doing so because your organization does not care about
whether the email names on the list represent people who actually signed
up.
