The forum discussion and question about requiring 2 seems to have never
been confirmed by anyone, unless you can find it in that forum
discussions which I don't like to dredge thru' repeatedly looking for
something.  I prefer nice simple plaintext to dig thru' instead of html.

The 'illustration' of information from a spamcop parse in the 2nd link
which would seem to imply that 2 reporters are required was
'discordant' -- in that the parser's verbose output mentioned a 2
reporter 'requirement' which wasn't met, but then 'turned around' and
said there were two reporters.

And, my experience with the verbose is that it cannot be counted on to
say what it really means or mean what it says -- and in any case the
algorithm and its verbose are highly dynamic, unstable, and perpetually
changing and cannot be relied upon as a 'real' verification of a
requirement which hasn't been verified in the faq or by a deputy or
Julian that I can find so far.

I only see people 'assuming' it to be the case.  I think they are
confused by the verified one report concept -- melding it into a one
reporter concept.
