Need quick hack help: email quarantine web interface

Despite my spamfilter incorporating spamprobe being better in head
to head comparisons, some of the guys at my university are looking
for an alternative anti-spam solution because they don't like the
design decision of just tagging the mail and allowing the user to
filter; they want an external filter with a quarantine area that
will hold & release spam, or delete it after a timeout.

I know that someone on this list wrote a system like that and there
may be others.  My side of the code can put the mail into a mailbox
of any arbitrary format with little difficulty; the problem for me
will be the web front end, and authentication, since I don't have
a list of the users of the other systems that I filter for.

Any recommendations?  This is something I could easily write
myself given a few weeks or months, but I need to throw something
up in a hurry, even if only for a handful of test users, otherwise
a near-sighted decision will be made for all the wrong reasons!
