My "+1" would match your "+1", hopefully we'll have some clear evidence
that type 99 didn't make it if somebody insists on more than a "say-so"
in the 4408bis work.

For the EDNS0 issue I recall that "our" (= on the OpenSPF mailing list,
not in RFC 4408) expectations in 2008 were more optimistic than what
the "Netalyzr" folks found in 2011.  The openspf.org server waits for a
reboot, for a semi-public XPS copy of the original Satin-Weaver PDF see
