avoid Python 2.3.1

The recently released Python 2.3.1 contains a bug which breaks TMDA,
and therefore it is not supported.  The Python developers are working
on releasing 2.3.2 which will address this bug, but in the meantime
you should not use Python 2.3.1 in conjunction with TMDA.

To reiterate, TMDA works with Python 2.1 or higher, with the exception
of 2.3.1.  2.3 remains the recommended version of Python.
