What's new?

* You can now edit your lists and filters with tmda-cgi!  Only the
  incoming and outgoing filters, true, but that's enough for most
  people.  If you're using the "include" directive, you won't be able
  to edit the included files.  Oh well.

* A couple bugs squished.

If you are upgrading from a release of tmda-cgi < 0.05:

* display directory has been updated again.  You'll need to copy in
  the new one or use a symbolic link.

* If you are upgrading from 0.03 or higher, you shouldn't need to
  recompile.
