TMDA-CGI is a separate entity from TMDA, but it relies heavily on the 
interfaces provided by TMDA for que management.  If you are having 
trouble with any part of TMDA, one of the first things to check out is 
your debug log in case you are getting any errors showing up there.  
Also since this is an issue with performing actions against messages in 
your pending que, you should try performing the same actions using the 
command line tool supplied by TMDA itself (tmda-pending).  If you can 
successfully release, whitelist, delete, and/or blacklist messages using 
this tool, then you have at least narrowed the problem down to TMDA-CGI 
itself, or if not successful you then know that the problem is with TMDA 
rather than TMDA-CGI.
