This issue has a history going back to at least 2003 on the TMDA lists. 
This thread ("Handling TypeError in get_payload") describes the problem:

Interestingly there was a fix (more of a work-around) in 2003 (svn rev 
1670), but it was removed in 2006 (rev 2083 & 2086), apparently in the 
hope that the problem had been fixed in the email package.

Recently a fix finally went into the Python standard library:

I've opened an issue for my TMDA fork here:

I can't make any promises about when I'll get around to a new release 
that includes a fix. In the meantime I might send a patch to the list.
