trying to use "de_DE" locale

	Hello,

I experienced something very strange, like described here:

I used version 1.4.23 [SVN]. I had installed all locales, configured the
default-language to "de_DE", (even restarted apache), permissions were
OK, but still I saw everything in English. I have displayed the selected
language in configtest.php, and it correctly showed "de_DE"!

The problem was solved within functions/i18n.php: I had to add
"de_DE.utf8" to the list of possible DE-locales (for ubuntu 10.4 LTS).

Still, the chosen charset is ISO-8859-1, but without "de_DE.utf8" as a
parameter for the php-Function "setlocale", "de_DE" was never selected!

So, my suggestion is to add "xx_XX.utf8" to all locale-arrays in
function/i18n.php so that one can use every language on recent systems.


Furthermore, I am willing to translate 'de_DE' to UTF-8 and would like
to ask, what has to be done for that and if someone has a script for it.
