Your suggestion will break string case sensitivity for non-utf8 locales.

It is not about Ubuntu being recent system. It is decision to disable
non-utf8 system locales made by ubuntu or by you. You can enable
de_DE.ISO-8859-1 locale in /etc/locale.gen
