new "passwd" plugin

	Hello Developers,

I have a new plugin that I would like to get published, because I
believe that it is of great help for changing user passwords.
(Assuming here that a squirrelmail user is a regular system user.)

As recently reported in the squirrelmail-plugin list, the currently
listed "change_passwd" plugin is neither up-to-date nor very
user-friendly. The reason for that is the usage of a C-program that
imitates a POSIX "passwd" on /etc/shadow, which requires root privileges
and requires the user to know about and adapt to the encryption scheme.

I would like to present here a different approach: This plugin uses only
POSIX tools and needs only user privileges to change a password and thus
doesn't need to be executed as root, nor anyone has to know about the
encryption the OS is using to store its passwords, neither one needs to
know about the place, where the password file is located.
