This bug occurs when I ...
  ... try to do/view/use .... compose or reply to a message



The description of the bug:
HTML_Editor is configured and included by nothing shows up in composing
or replying to indicate that it is functioning.

I can reproduce the bug by:
replying or composing

(Optional) I got bored and found the bug occurs in:
well don't know if it is here, but here is copy of config.
