The installer already creates a mailcap.win32 in the etc directory with notepad as the handler for .bat and .cmd files. You can try to send yourself a simble batch file and try opening it with a double click - it should be opened for editing instead of being executed. Right, the default application is taken from the system setting unless it is overridden by the mailcap.win32 (this was once broken and only "open with" showed the correct app).
