Try a catch-all entry like
.*	notepad "%s"
in the first line (search is stopped after first match).
Also watch the <tab> between the extension and the command.

The installer already creates a mailcap.win32 in the etc directory
with notepad as the handler for .bat and .cmd files. You can
try to send yourself a simble batch file and try opening it
with a double click - it should be opened for editing instead
of being executed. Does this work?

Right, the default application is taken from the system setting unless it
is overridden by the mailcap.win32 (this was once broken and only "open
with" showed the correct app).
