I have rename it to mailcap.win32.template since beginning, I put
mailcap.win32 under %HomeDir.

Yes, it work well.
I prove (re-testing) by rename/remove mailcap.win32 from %HomeDir then
retry open *.bat attachment, the attachment execute/run by double
clicking it.

Are you saying, if we put the default application under mailcap.win32 at
least those application at least comes up on "open with" menu ?
