No, Sylpheed creates them on its own.
The .sylpheed_mark contains info, which mails are read, marked, etc. .
The .sylpheed_cache file is used for fast loading/initialization of
folders (avoids having to scan the mails).

Just a note about the cache: If you switch from vanilla Sylpheed or
had a crash, it might get corrupted and cause wrong display or even
crashes. Rescanning the foldertree usually works, but in doubt, they
can safely be deleted without loosing any info.
Just don't touch the mark files - they don't cause problems.
