The data and settings folders are never deleted at all.

If you install over an existing installation (i.e. the uninstaller
is invoked automatically by the new installer), Sylpheed remebers
the old location of data/config files.

If you uninstall manually, Sylpheed will forget the locations
of your data/config files.

The locations are defined in the registry:
  http://claws-w32.sourceforge.net/sylpheed/claws/sylpheed.reg
(see http://claws-w32.sourceforge.net/#Tips for details)

It is (by default) located under %APPDATA%, sth. like
  C:\Documents and Settings\torte\Application Data
(call "echo %APPDATA%" on a console to see the value).
