I have no ideas of the internals of SSL. Some assumptions:
- Sylpheed loads/saves the certificates from/to .sylpheed/certs so
  copying that cert there may work
- the precompiled OpenSSL library contains several binaries
  (openssl.exe, etc.). Maybe you have to invoke some of those
  tools for this. For documentation you have to get the source.
What do the people at the OpenSSL lists tell?

Just found a problem in the OpenSSL sources: There is a constant
used for OPENSSLDIR (where 'root certs' are stored. Whatever they
are) which can only be set at compile time and defaults to
/usr/local/ssl. I just built a version that uses c:/openssl instead
(but I am not interested in cleaning up the OpenSSL code to
use functions instead of (compound!) macros for directory names,
i.e. that directory stays fixed)
and uploaded it to 
  http://claws-w32.sf.net/sylpeed/claws/openssl/openssl-0.9.7b_c_root.zip
Sylpheed only uses the DLLs from this package (replace them in
sylpheed\bin), but maybe you will need the executables for
import too.

Sylpheed is linked against gpgme-0.3.12 which requires gpg-1.2.x
iirc (I am running 1.2.1-nr1

GPGME needs following additional key (all assuming gpg in c:\gnupg)

[HKEY_CURRENT_USER\Software\GNU\GNUPG]

The installer tries to derive this one (if missing) from the gpg
registry settings below:

These are registry settings that should have been done by
your gpg installation:

[HKEY_CURRENT_USER\Software\GNU\GNUPG]
"HomeDir"="C:\\GnuPG"

[HKEY_CURRENT_USER\Control Panel\Mingw32\NLS]
"MODir"="C:\\GnuPG\\Locale"

But I am not sure if incomplete configured gpg.conf/options files
may also lead to problems (e.g. if it refers to a not existing
library as idea.dll). Maybe it is easier to start from a gpg
installer (e.g. the gnupp project) and update afterwards.

In general, get gpg running correctly on the commandline first.
Also take care you are not fooled by other gpg.exe anywhere in
your path.

requirements (apart from gpg itself).

Please post the filename/url.
The only variable parts in the URL are taken from your
InstalledDir registry setting and the current locale, the
other strings ("manual", "sylpheed.html") are constants
from defs.h.
