When I go to Help/Manual (local) I get the error: Can't find 'file:///E:/Program%2520Files/Sylpheed-Claws/doc/manual/en/sylpheed.htm l' Make sure the path or internet address is right. That '20' seems to be the problem, the rest of the path seems correct. It does the same for faq(local) with the %2520. When you press OK, it pops up a blank browser window so seems not to be trapping the rror either.
