I compiled it using cygwin/perl-5.6. After extracting, a simple
  ./configure && make && make install
works for me since 2.44 IIRC.
Then you have to start spamd: You can e.g. create a shortcut to
  c:\cygwin\bin\sh "/bin/spamd"
in your autostart folder set it to start minimized.
Afterwards you can connect to it using the SpamAssassin plugin.
To see the debugging output, use following shortcut:
  c:\cygwin\bin\sh.exe "/bin/spamd" "-D"

I remember troubles getting the returncodes from
cygwin apps when playing around with "spamc -c",
but the plugin solves it.
