I contacted MS Support (chat) and the rep, after checking with others, came back and said that this notification problem is a known issue where some apps, especially older or non-UWP (Universal Windows Platform) apps like Sylpheed, do not register themselves properly with Windows' notification system. However, the problem here is larger: In Settings>System>Notifications, under "Notifications from apps and other senders," there's supposed a list of apps that one can modify for notifications and sound. In principle, if Sylpheed were there, that would be the place to fix it. In my case, though, the list is not there for any apps. The rep assured me that a repair install would fix it generally and for Sylpheed, but it didn't. So that's where it stands. Have to keep the speakers off more.
