Indeed. One may argue that this location is intended for "managed"
installations, such as by an app store or .Net's own setup routine,
that runs without the need for an installer.

But I agree that this is a rather "soft" line of distinction.

However, it doesn't appear to be widely used in any case. Which is a
good thing, since - possible or not - it is still bad practice.
