I'm not sure about the failures, but did you have a working internet connection. If not, that may be the reason. In any case look in your home directory for .cpan/build/Mail-SPF-Query-1.999.1-0/ directory. There may be more than one Mail-SPF-Query-1.999.1-* directory in which case you want the most recent one. There should be a Makefile there and you should be able to cd to the directory and run sudo make install to install the module.
