Nope, it doesn't.

The HTTP engine is handled by Simple [1] and the templates follow jbyte 
[2] syntax. All this is packaged behind a, er, "homegrown" app server 
or sort [3].

Correct. In fact, you can casually overwrite any of the template files 
located in Zoe.jar (all the *.txt) by placing an equivalently named one 
in the directory where the jar is located.
