Service agent failure.count not working?

Hi, I'm trying to prevent Zoe from automatically disabling an email account when access to it fails. This is because I run Zoe on a laptop, and therefore am often not on a network with access to the mail server. I see from previous postings (e.g. http://article.gmane.org/gmane.mail.zoe.general/3264/match=failure+count) that setting the Service agent failure.count property to zero should disable this. However, I've done this and the account is still being disabled. Is there something else I should be doing? Is this feature known to be buggy? I'm running 0.5.8 on Win2K if that makes any difference.
