Service agent failure.count not working?

Hi,

I'm trying to prevent Zoe from automatically disabling an email account 
when access to it fails.  This is because I run Zoe on a laptop, and 
therefore am often not on a network with access to the mail server.

I see from previous postings (e.g.

that setting the Service agent failure.count property to zero should 
disable this.  However, I've done this and the account is still being 
disabled.

Is there something else I should be doing?  Is this feature known to be 
buggy?

I'm running 0.5.8 on Win2K if that makes any difference.
