FWIW, I have no idea how good any of these "sources" are -- is anyone here

A representative of one of these websites apparently wrote an e-mail to 
the OCA hierarchy in April 2009 in which she claimed, among other things, 
that the bishop had written an actual "letter of apology" to the alleged 
victims.  That's a pretty serious claim, but it also means we have at 
least one way of testing the allegations against our bishop:  The burden 
of proof is on those who claim the letter exists, so they had better 
produce the thing, otherwise why implicitly threaten to do so?
