I don't mean to sound condescending, but have you thought that through?  Are 
you suggesting that we have a moral obligation to be heroic?

In their job as firefighters it they are legitimately assigned to fight a 
fire then they have a moral obligation to perform the duties of their job. 
But if they are off duty, (actually that's a good question - are you 
suggesting that an off duty fireman driving by has a moral obligation to 
stop, risk his own life and try to put out the fire?), there is no duty and 
therefore no moral obligation.
