So you'd include ongoing care, preventative maintenance in the  
universal coverage?  I've always viewed taxpayer sponsored healthcare  
as "safety net" for life threatening ailments, maybe sick children,   
but you seem to be suggesting a broader coverage?  It really becomes  
almost an all or nothing thing, doesn't it.
