No, if election results are to be believed, most people do not vote the entire ballot. A Federal Senate election may get 100k votes while a county commissioner position may only get 15k. Let's us a hypothetical. Say you are in a primarily democratic precinct, inner city urban area. The local democrat running for councilman was involved in a terrible criminal scandal while an independent had worked to gain the trust of a large portion of the community. The independent get's 20k votes, which would normally win that election, however with the straight party ticket option, the democrat gets 90k votes and wins because no one wants to go down and vote every election independently with judgement. Criminal stays in office.
